Grease a 9×13 pan.  Combine the flour, baking powder, cinnamon, nutmeg, and salt.  Cream the butter with the sugar.  Add the eggs and vanilla.  Add the flour mixture.

Spread in the pan and sprinkle with the mixture of 2 Tbsp. sugar with 2 tsp. cinnamon and nutmeg.  Bake 25-30 min at 350 degrees.
