Combine flour, baking soda, and salt. Melt butter over medium heat until it is melted and sizzling. Remove from heat and whisk in cocoa powder. Add both sugars and stir. Add sour cream and vanilla. Add the dry ingredients. Bake at 350F until they look dry and cracked on top, but are still slightly soft when pressed, about 10-12 min.
