In a large saucepan combine sugar, butter, milk, and cocoa. Bring to a FULL boil (cannot be stirred down) over medium heat, stirring frequently. Boil at a FULL boil for three full minutes, stirring constantly.

Remove from heat and stir in the oats. Drop the mixture by tablespoonfuls onto waxed paper.

If using old fashioned oats, cool mixture in saucepan for 5 minutes.
